第四种模式是批发售电，此前科士达方面就表示，将加速充电运营从单纯的充电服务费模式转向“批发售电+充电服务费+运维管理”运营模式。“所谓批发售电，是指用户利用波峰波谷的电价差赚取一定收益，一般来说波谷时期电价便宜，波峰时期电价相对较贵，用户可以在波谷时期充满电，在波峰时期将多余的电卖给充电站，充电站再批发出售给电网。”科士达董秘办人士向记者解释。但她坦言，该种模式目前尚未完全成熟，尚在探讨阶段。
贾雪峰表示，目前整个运营行业依然在“跑马圈地”，大家都没找到一种成熟的模式，所有企业都还在摸索阶段，“从国家政策而言，也是鼓励各种模式创新，甚至鼓励企业以别的业务养充电桩业务”。
